Turning a Permitting Reform Report Into Cross-Agency Action
Leadership Case Study
After a review of a county's permitting and land use processes, leadership needed someone to turn dozens of recommendations into coordinated action across agencies. The engagement built the framework to manage that implementation.

Leadership experience. This engagement was delivered by a Washington, DC-based management consulting firm where Altus's founder previously served in executive leadership. We share it to show the experience our leadership brings. It is not presented as Altus Workforce Solutions contract performance. Client details are anonymized.
The challenge
An earlier assessment had benchmarked the county's permitting and land entitlement processes against regional and national peers and produced actionable recommendations. The recommendations cut across a county permitting agency and a regional planning commission. Without a structure to coordinate them, reform reports tend to stall.
The approach
- Developed a framework for managing and coordinating implementation of cross-agency recommendations
- Coordinated technology enhancements and platform integration between agencies
- Developed a framework for overhauling the use and occupancy permit process
- Re-engineered policies and processes to improve efficiency within both organizations
Why it matters for Altus clients
Recommendations do not implement themselves. The work that matters comes after the report: governance, sequencing, owners and a way to track progress across organizations that do not report to each other. That is the gap Altus's PEAK framework is built to close.
